George Schneider (Email to Nauticapedia 13/03/2024) states "far less active is a vessel at the Marine Group Boat Yard in Chula Vista. She's clearly a former Navy Mine Countermeasures Craft, and from the faded number on her hull, I believe I detect she's the former USS CHAMPION (MCM 4), which indeed is one of the three decommissioned here at San Diego several years ago. MCM 1 and 2 were scrapped here before that, conducted by an entity called Whillock Contracting Co, so perhaps the same people have contracted space at Marine Group for this one."
