Biographie
He was the brother of G.W.S. Balcom.
In 1894 he arrived in Victoria BC to work as a sealer.
In 1905 he was a partner with Captain William Grant and Captain G.W.S. Balcom in the Victoria Whaling Co.
He went to Norway and purchased the whaling vessels Orion and St. Lawrence.
