In 1972 - 1974 he served as Chief - Tax Policy Division of the Fiscal Affairs Department - International Monetary Fund.
In 1980 - 1985 heserved as Director - University of Toronto - Institute for Policy Analysis.
In 1999 he served as Professor Emeritus - Rotman School of Management - University of Toronto.
In 2001 - 2004 he served as Visiting Professor - Harvard Law School.
Servicio militar
He was appointed as a Naval Cadet (S) (UNTD) RCN(R) (With seniority dated 02/01/1956).
He served in HMCS Scotian for UNTD 1955-1956.
He was appointed as a Sub-Lieutenant (S) (RCN(R)). (He was released.)
