He was an engineer with the Department of the Interior.
He commanded an expedition to the Arctic in 1922. Captain Bernier commanded the vessel and they travelled farther north than any previous official government expedition getting to within 850 miles of the North Pole.
They established RCMP detachments at Pond Inlet and Craig Harbour NU.
