In 1878 he arrived in Victoria BC where he established J. Coughlan & Co.
He expanded into brick-making.
In 1887 he was a City Councillor for the City of Victoria Johnson Street Ward.
He was the founder of Coughlan & Co. (later known as J. Coughlan & Sons).
In 1898 he established a brickyard in New Westminster BC.
In 1907 he established J.J. Coughlan & Sons Ltd., structural steel dealers and fabricators.
