It was incorporated by the Canadian Government in 1942 as a Crown Corporation. The vesels owned by the company were managed by contracted shipping companies who hired the crews and supplied the vessels.
By 1947 the fleet was sold by Crown Assets and Disposal Corporation with 28 vessels turned over to the British Ministry of War Transport for disposal. Remaining assets were turned over to the Canadian Maritime Commission in 1948.
