He came from California where he worked in the California Fish and Game Commission.
He was appointed as first Commissioner of Fisheries for BC in 1901-06.
In 1910 he was a Member of the British Columbia Boat Rating Commission.
He was the Assistant to the Deputy Commissioner of Fisheries 1912-33.
He was Chairman of the International Fisheries Commission 1924-36.
